The honest split: wind is the everyday problem
A windbreaker blocks wind chill and shrugs off light showers; a rain jacket seals out sustained water at a real cost in breathability, weight and pocket space. Most riding days contain wind. Far fewer contain hours of rain — and fewer still catch you out in them.
That asymmetry should drive what lives in your pocket. The windbreaker earns its place week after week: over the top of a climb, at a café stop going cold, in the first chilly hour before the day warms up. The rain jacket is a specialist — brilliant on the day you need it, dead weight the other twenty-nine. If you own one jacket for general riding, own the windbreaker; if you ride all winter in wet climates, you'll eventually want both.
What "water-resistant" actually covers
A water-resistant windbreaker handles drizzle, road spray and a shower measured in minutes: the tight weave and coating make water bead and roll off before it soaks through. What it won't survive is water measured in hours, or the film of standing water a proper downpour lays on the fabric.
There's no trick in that — it's a different job description. A rain jacket uses a membrane or heavier coating with taped construction to keep water out for as long as you're in it. Once you understand the boundary — minutes versus hours — the marketing language stops being confusing and the choice gets easy.
The breathability trade-off
The drier a jacket keeps you from the outside, the wetter it tends to make you from the inside. Sealing out rain also seals in the sweat of a working cyclist, and on a climb even excellent membranes fall behind the output of your own body.
This is why "fully waterproof" is not automatically "more comfortable." A windbreaker breathes better, dumps heat faster, and keeps your effort sustainable; a rain jacket asks you to manage heat with zips and pacing. The practical consequence: put the rain jacket on when water is the bigger enemy than sweat — real rain, long descents in the wet, low temperatures — and take it off the moment it isn't. A carry rule for any forecast
Read the forecast as three questions: How likely is rain? How long will it last? How cold is it? Dry or under 30% chance — windbreaker. Showers likely — still the windbreaker; you'll be through them in minutes. Sustained rain likely, or rain plus single-digit temperatures — that's the rain jacket's day.
Distance shifts the math. On a one-hour loop you can gamble and lose cheerfully; four hours from home in October, a wrong call is a long, cold problem, so carry for the worst plausible hour, not the average one. And altitude counts as weather: if the route crosses a mountain pass, pack for the summit's forecast, not the valley's.
When to carry both
Long mountain days, shoulder-season rides with genuine weather risk, and any route where you'll be out past a forecast change — that's both-jackets territory: windbreaker on the body doing the everyday work, rain jacket flat in a pocket as insurance.

Can a windbreaker replace a rain jacket?
For showers, spray and short exposure — yes. For sustained rain, especially cold rain, no: once the fabric wets through, a windbreaker holds cold water against you, which is worse than being rained on warm.
Do rain jackets actually keep you dry?
From the rain, yes. From your own sweat, only partly — no membrane fully keeps up with climbing effort. Expect damp-but-warm rather than dry, and manage heat with the zip.
Windbreaker or gilet?
A gilet protects the core and breathes best; a windbreaker adds arms and better shower protection for a few grams more. Cold descents and changeable days favour the windbreaker; hard efforts in mild air favour the gilet.
What should a packable jacket weigh?
Around 100 grams for a windbreaker and not much more for a compact rain shell — light enough that "should I take it?" stops being a question.
